Beginning Sept. 1, Racine Unified School District will implement a new student cell phone policy in accordance with Wisconsin's 2025 Act 42, which requires all public school districts to prohibit students from using cell phones and other wireless communication devices during instructional time.
At RUSD, our new policy is designed to reduce classroom distractions and create learning environments where students can stay focused, actively participate in class, build meaningful relationships and develop healthy technology habits that support success both inside and outside the classroom.
What is the new policy?
The new policy establishes consistent expectations for personal wireless devices across all RUSD schools.
Grades K–8
Students must turn off all personal wireless devices and store them away from their person (such as in a locker) from the start of the school day until dismissal.
Grades 9–12
Students must turn off all personal wireless devices and keep them out of reach during class.
Devices may only be used during passing periods and a student’s open lunch period.
How will the policy be supported?
The success of this policy depends on teaching expectations, supporting students and partnering with families. Schools will use consistent expectations, positive reinforcement and ongoing communication to help students develop responsible device habits.
If a student uses a device when they should not, staff will first help the student refocus and remind them of expectations, because our goal is to support students in making responsible choices and maintaining a positive learning environment.
If concerns continue, school staff will work with the students and family to determine appropriate next steps, which may include:
Daily Device Confiscation: If needed, the device may be collected and safely stored in a designated school location until the end of the school day.
Parent/Guardian Partnership: School staff will contact the parent or guardian to discuss concerns and work together on a plan to help the student meet expectations
Additional Support: If concerns persist or the behavior becomes more serious, the school will provide additional support and respond using restorative practices aligned with the appropriate RUSD student behavior plan.
How can parents help children prepare for this change?
Families can help their students prepare for this change by talking about the new expectations before the first day of school, setting clear guidelines for device use at home and practicing new routines for storing devices during the school day. Families should also make sure their emergency contact information is up to date in the Parent Portal so schools can quickly contact them if needed.
